The explanation of the saying of Allah, the Exalted.

Does the ruling apply to the Muslim, the disbeliever, or to both?

No, no, it does not apply to the Muslim, it does not apply to the Muslim. He says, the saying of Allah, the Blessed and Exalted.

Say, shall we inform you of the greatest losers in deeds? They are those whose efforts went astray in the worldly life while they thought they were doing good. Most scholars say this is about the hypocrites.

Those who think they are holding the stick from the middle.

So they pleased, they pleased the believers and pleased the disbelievers. When the hypocrites come to you, they say, "We bear witness that you are the Messenger of Allah." And Allah, the Blessed and Exalted, says: And when they meet those who believe, they say.

We believe, but when they are alone with their devils, they say, "We are with you," and they think they are doing good.

They did this so they could hold the stick from the middle, or misguidance, as Allah the Blessed and Exalted said: Has the story of the Overwhelming come to you? Faces on that Day will be humbled, laboring, exhausted.

They will enter a blazing Fire. These are the misguided servants, the misguided servants who did not follow the right path, and they think they are doing good.

A craft, but it never applies to the believers.
