Or those legislated by governments. Advising.

And reminding, students of knowledge, and not just students of knowledge, all people, every person who sees a wrongdoing, whoever among you sees, among you meaning Muslims.

Every Muslim, not just students of knowledge, are required to denounce.

Denunciation is required from every Muslim, whoever among you sees a wrongdoing.

Let him change it with his hand; if he cannot, then with his tongue; if he cannot, then with his heart.

And that is the weakest form of iman. So every Muslim must reject evil and forbid it. And if the governments legislate these evils,

these wrongdoings, they should be advised. The head of state should be advised, the minister should be advised, the official should be advised. They should be advised, perhaps Allah, the Blessed and Exalted, will guide them.
