What are the means that are permitted by Islamic law for warning, raising awareness, and objecting to financial and administrative corruption in the state?

Are holding seminars or lectures or issuing statements.

Is expressing disapproval among those means, especially since demonstrations are not allowed and advice is not accepted by officials and they take it personally.

What is permitted is.

The saying of the Prophet ﷺ.

The best jihad is to speak a word of truth before a tyrannical ruler. This is if he is tyrannical.

So if he is not unjust, the basic principle is that he should be advised privately.

He should go to this official instead of writing in newspapers or the like, he should go to the official and say: O so-and-so, you did such and such, fear Allah, this is not allowed, this is such and such, this is such and such, this is the advice that is permitted in the Sharia.

As for public shaming among people and talking, especially since the one who is talking is often

basing it on hearsay, meaning he is not, for example, a director in this ministry and aware of everything and knows there is embezzlement and forbidden things and so on, but he heard a story in a gathering and then went and wrote an article or something about it.

So the point is, warning against corruption and the like, if it is general speech, there is nothing wrong with it.

But if he mentions people by name, or by their descriptions.

This is not allowed except face to face; you go to him directly and advise him, remind him of Allah the Exalted: have taqwa of Allah, this is not allowed, do not do this, do that, this is the basic principle.

But speaking openly like this, all of this is gossip and is rejected, it is nothing in reality, except in rare cases.

This is never appropriate in such matters. He also says: in places where you can file a complaint with the authorities.

File a complaint with the authorities, do not say this person is corrupt or evil, do not say they are forging or stealing, go and file a complaint with the authorities.

And it will be accepted, they accept your complaint, or with the integrity authority as he said, we have an integrity institution, a commission.

The integrity commission, you go to them and they accept, I have spoken to them several times, they say anyone who has something should come to us, but the most important thing is that he has something, he has evidence, he has something like that.

He comes and complains, there is no oath required, inshaAllah ta'ala.
