The questioner says: A person who is unable to fast.
He wants to feed, can he give money to the poor?
A person who is unable to fast and wants to feed a needy person, can he give money to the poor instead of food?
As for the expiation that is required of a person, we say he must give it as Allah the Mighty and Majestic has commanded. So if it is required of him, for example, to give food, then he must give it as food.
The exception to this is if, for example, a person cannot find food to give, or the country is far and it is difficult to transport the food, for example, in a poor country.
In that case, there is no harm in appointing someone and clarifying that this is an expiation and that it is for food.
And regarding food, we say that in this case, it should be given as food, and nothing other than food should be given, according to the most correct opinion of the scholars.
