This is a different issue. He says: Is it permissible for me to go to Mecca, may Allah honor it?

And not perform 'umrah, just pray in the Haram, for example, and so on.

Most scholars say it is not permissible for a person to pass the miqat without entering ihram, and therefore he must perform

'umrah. Some scholars say it is not obligatory as long as he did not enter ihram, then he is not required to

perform 'umrah. The correct view, and Allah knows best, is that he is not required to perform 'umrah. He is not required to perform 'umrah, but he has missed out on great good.

Whoever enters Mecca, goes to the Sacred Mosque, prays, and does not perform 'umrah, he has missed out on great good for himself, but it is permissible, inshaAllah, and knowledge is with Allah, Verheven en Hoog is Hij.
