If the husband does not manage his money well, or even if he does, and she sees it is beneficial to save something from what is more than her needs.
This is good, and she is considered sincere for Allah.
But if he manages well and wants to use all of his salary, then it is not permissible for her to take anything from it.
Because it belongs to him, yes.
