Is making istikhara three times a day to seek help in matters and steps at work not recommended?
Making istikhara every day three times for everything, no, this is not prescribed in this way. But a person makes istikhara for things whose outcome he does not know, matters.
That is, it has its importance if one of you is determined about a matter.
He prays two units of prayer and says: O Allah, I seek Your guidance through Your knowledge and seek ability through Your power.
And I ask You from Your great bounty, for You are able and I am not, and You know. This istikhara is originally for important matters.
But to make istikhara about whether I go to work or not, make istikhara about whether I go to the hospital or not, make istikhara about whether I buy bread or leave today without bread, that rice.
Without bread, that's not right. But in general, istikhara is a good thing, just not in this way.
