There are blind scholars, meaning they cannot see, who teach in secondary or middle schools for girls.
When a woman recites the Quran, she should recite it properly. So what do you think about her beautifying her voice in front of men?
If the blind teacher is trustworthy, then there is no problem with him teaching women.
But if he is suspicious, then teaching is not allowed.
Rather, he must be prevented from teaching in any case.
The question remains: if he teaches.
Is it permissible for a woman to look at him?
The answer is: yes, it is permissible for her to look at him, provided that it is not with desire.
Because a woman's looking at men is not haram.
And the evidence for this.
The narration of Fatima bint Qays, that the Prophet ﷺ said to her: Observe your waiting period in the house of Ibn Umm Maktum.
He is a blind man, so you can remove your garments in his presence.
And because the Prophet ﷺ used to shield Aisha, may Allah be pleased with her, while she watched the Abyssinians.
They were playing in the mosque. As for reciting the Quran in front of this blind man,
and a woman beautifying her voice with it,
I fear that there may be fitna in that.
And I see that she should recite the Quran with proper recitation, but without beautifying her voice.
Because beautifying the voice.
Is dangerous for a woman, especially a young one.
And Allah, the Blessed and Exalted, said to the wives of His Prophet ﷺ: Do not be soft in speech, lest he in whose heart is a disease should covet, but speak with appropriate words.
She should not recite with beautification, but with a normal voice, without beautifying it.
