May Allah reward you with goodness. The sister asking says: Sheikh, thick hair on the eyebrows.
It distorts the girl's face. Is it permissible for this woman to remove it?
If it is confirmed and established that it is thicker than usual,
and she is harmed by it, then she may remove only what causes harm, she removes the harmful amount of it.
She should not remove all of it, because this is haram, and this is the plucking for which the one who does it is cursed.
But she may remove what harms her.
And according to what is needed, and she refrains from the rest, yes.
