He says, why do you mention the issue of rebellion against the ruler and the issue of wiping over the socks in books of belief.

Even though these are issues—this one, wiping over the socks, is among the issues of wudu.

And the issue of rebelling against the ruler is an issue of hearing and obeying.

So what do these two issues have to do with belief? The scholars mentioned that these two issues or others like them,

are mentioned in matters of belief because these are things that distinguish Ahl al-Sunnah, and others differ from them in this.

Meaning, wiping over the socks is only accepted by Ahl al-Sunnah.

All those who differ from Ahl al-Sunnah, such as the Shia, the Khawarij, and others, all of them disagree on this issue; they do not accept wiping over the leather socks, so it was included among the matters of creed so that Ahl al-Sunnah would be distinguished from

others. Likewise, the issue of rebelling against the ruler—Ahl al-Sunnah are also distinguished in this from the Khawarij and others who believe in rebelling against the ruler, so it was mentioned here to emphasize

that whoever does not align with the view of Ahl al-Sunnah on this matter is an innovator, outside of their way.
