Honorable Sheikh, a woman did not fast in the year she reached puberty out of negligence and ignorance. What is the ruling? Is it just making up the fast, or making up the fast and expiation, or something else?
May Allah bless you for saying "out of negligence and ignorance."
Yes, if it was out of ignorance, then it is not negligence.
Because the negligent one is the person who leaves something knowingly, but is careless in performing it.
So we say, this woman who did not fast the first year she reached puberty.
If she was in a place where ignorance is widespread.
Like a girl who has reached puberty, for example, and it never occurred to her that fasting was obligatory for her.
Because she had not reached fifteen years, but she got her period before that.
For this one, we do not hold her accountable.
Because she was ignorant and did not neglect her duty.
And it never occurred to her that fasting had become obligatory for her.
But if she was negligent, meaning that she was.
In the city, in the cities where there are scholars.
And if there is someone who recites and makes a mistake, then he must make up for it.
She must make up for it, and nothing else is required besides making up, meaning she does not have to feed anyone.
