A woman stares intently at men, and if you tell her not to, she says, "I am not looking with desire."
And this is considered permissible, even though she examines and focuses her gaze. This goes against the words of Allah the Blessed and Exalted: Tell the believing women to lower.
Their gaze. Allah the Blessed and Exalted commanded women to lower their gaze just as He commanded men to lower their gaze. It's true, a woman is not like a man, because a man is tempted by a woman in a way that a woman is not tempted by a man.
A woman does not care about a man when she sees him, and for this reason the Prophet ﷺ allowed Fatima bint Qays, when her husband died, to observe her waiting period in the house of Ibn Umm Maktum.
As for the well-known narration among people.
That Ibn Umm Maktum entered upon the Prophet ﷺ and he ordered the women to observe hijab.
He said: He is blind. He replied: Are you both blind? This is a weak hadith and not authentic.
